From what I understood what subsidiarity is the idea that all political decisions should be handled at the smallest  and local level. Devolution is the delegation of power and programs from the federal to state and local governments. With these two terms there is a notion that local (the smallest form of authority) generally does a better job than the national government when implementing programs and services.

The relationship between citizens and my CP is very close. They interact on one on one levels. It is a direct contact. My CP has a lot of volunteerism. In chapter four, volunteerism is a major key because it brings new fresh ideas and energy into the service. Volunteers are always needed in order to serve the community. There is always new volunteers apart from the usual ones that come every Thursday. Sometimes even some homeless that usually come to eat, come help volunteer as servers. All volunteers being their own unique talent to TOP. For example, I like to serve the Spanish speaking tables because I know I can connect with them in a more deeper level than the other volunteers. So the relationship between my CP and the citizens is very close. This is important because by allowing people to serve it creates a tight bond and it allows for my CP to serve many others.

Why is there tensions betweens the state and local levels of government? There are tensions between the state and local levels of government because of the distribution of authority. As the books states the amount and type of authority that states give local governments varies. Some states give more power to their local government than other states. Also, local authorities might disagree on some state level power. This tension is healthy for our political system overall because it keeps both levels of authorities in check. They oversee each other and this prevents from only one level affecting the people.

My first CP choice is Table of Plenty. It is a food service place in Half Moon Bay that serves its community every Thursday. Table of Plenty has risen from a local need because there is a large part of the Half Moon Bay community that is under privileged.  Not does people without homes come to Table of Plenty but also a lot of latino families that need an extra meal in the week come. Half Moon Bay has a large latino community that needs help. What Table of Plenty does is provide that meal that the under privileged community of Half Moon Bay needs. Local governments have not filled this need adequately because maybe they do not see homelessness and poverty as a major issue in Half Moon Bay. My CP is accountable to a religious organization. It is managed by a Notre Dame de Namur's sister. Sister Jeanette has managed Table of Plenty for many years and is a great leader that loves what she does. Because Table of Plenty is a religious and private organization it is not affected or constrained by federal policies. Table of Plenty hosts a wine tasting fundraising party every year where they make money for a whole year that is able to sustain a meal every Thursday. Raising money is a big task that Sister Jeanette takes.
